10. SEEK TO ENFORCE PRESIDENTIAL EXECUTIVE ORDER 12630 AT THE FEDERAL LEVEL AND SEEK STATE LEGISLATION PATTERNED AFTER THIS EXECUTIVE ORDER.

The Report includes a complete statistical and geographical breakdown of last year's direct actions, an analysis of target categories and major actions, as well as comments on the future of illegal direct action post-Sept., and into 2002. Public lands livestock grazing is ecologically damaging, economically irrational, and fiscally imprudent. Conservationists and public lands grazing permittees/lessees could argue forever on these issues and never reach consensus. Or we could work together to lobby Congress to establish a voluntary federal grazing permit buyout program. NPLGC advocates legislation to pay grazing permittees/lessees $175 per animal unit month to voluntarily retire their permit or lease and end grazing on the associated allotment permanently. This legislation would provide grazing permittees/lessees with another option for their permit or lease, while relieving public lands from continued livestock grazing wherever the buyout option is exercised.

In the broadest of terms, what we stand for is GOOD LAND STEWARDSHIP; a theme that applies to each of the four cornerstones mentioned above. For the first thirty years of our existence, Tall Timbers was focused on research about fire, forests and wildlife. In 1989, the Red Hills Conservation Program emerged to complement our research efforts and complete the circle. Research on land management issues regarding fire, forests and wildlife began to be put to good use in working with landowners and land use planning to protect conservation values of the landscape we have been diligently researching through the years. Understanding how natural processes function and mimicking those processes through management actions is a joint research and conservation effort. Application of ecologically based management on the land is conservation and good land stewardship at its best. Research questions are in many ways, driven by conservation needs. As Tall Timbers strives to provide advice to landowners for long-term conservation efforts, we must be confident that our management advice is based on the results of good scientific inquiry and investigation. Basic research on ecosystem functions illuminates new ideas and methods for managing natural resources. This is what ultimately drives the system. Good science takes time, but conservation needs are often immediate. In cases like this we have to use the best current available information and go with it. As science produces new information, we are able to amend our management practices as necessary. Tall Timbers is one of only a few research stations in the country that has an active, aggressive conservation program. And, currently we are the only local land trust in the country, which has a research component. This synergy can produce the best of both worlds, creating a unique niche for Tall Timbers. We are perfectly positioned to have a positive influence on good land stewardship for the long haul.
