On Thursday, October 23, 2003, Conrad White and Suzanne Kennedy conducted the fourth in a series of 'workshops' [Delphi Technique 'conflict resolution' meetings] to inform the public about details of the Brevard County Natural Resources Department's proposed Significant Environmental Areas Ordinance.     
         
This workshop was held at the Merritt Island public library for the benefit of concerned citizens from that part of the county.  I attended this workshop. 
         
At the workshop, specific information was not presented regarding what "Significant Environmental Areas" or "Crucial Habitat" are or how they have been and/or will be identified.
 
When I posed these basic questions to Mr. White and Ms. Kennedy in public, they had no answer.
 
Immediately following the workshop, Mr. White told me that he would send me information that was responsive to my questions. 
         
On Monday, October 27, 2003, I faxed Mr. White the attached letter (Ed. note: previously printed by BI) containing questions regarding the development of the "Significant Environmental Areas" ordinance.
 
On Tuesday, November 4, 2003, I spoke to Mr. White by telephone.  
 
Mr. White advised me that I would receive a response to my questions by Friday, November 7, 2003.
 
I have not yet received any reply to my questions. 
         
The failure of county staff to be able to provide the public with basic information about a proposed ordinance -- which is currently being promulgated -- is at best incompetent.
 
It is beyond my comprehension how this ordinance and accompanying "crucial habitat" map could have been drafted without these basic questions having been answered as part of the process.
 
I believe that the answers to my questions must have previously been formulated and are now being suppressed and or sanitized for public consumption. 
         
I hereby request that I be allowed to review all public records which are responsive to the questions which I have posed in my October 27, 2003, letter.
 
I would like to review these records as soon as possible and after review may request copies. 
         
Additionally, I request that the questions posed in my October 27, 2003, letter be answered promptly.
