I spoke with Hall County attorney Bill Blalock this afternoon. Blalock said "I am working to get as much as I can together, as quick as I can." County Attorney Bill Blalock said he is reviewing ordinances from other counties dealing, through zoning, with powerline placement and condemnation. North Hall property owners like Earnest Higgins said the power company is running roughshod over landowners in its pursuit of a 262-foot right-of-way from Lula to Lumpkin County. "The issue is about oversight," Higgins said. "They do what they want regardless of environmental law, property rights, or anybody's concern."
