I have found a way to save Terri's life that is legal and only requires two signatures by Governor Bush.
 
First, according to state law and charter, Governor Bush has the right, as Governor of Florida, to commission ANY citizen of the state into the militia or National Guard for service to the state.
 
Governor Bush need simply commission Terri Schiavo as an officer in the Florida National Guard. President Kennedy might have nationalized the National Guard, but it is still under the Governor's auspices to commission officers.
 
Terri becomes, with his signature, Lt. Terri Schiavo -- and is completely out of civilian court and under the Governor's jurisdiction.
 
Governor Bush then can order a military tribunal to ascertain if Terri can attend to duties that he decides upon. The finding could either be her a spokesperson for the invalid patient and then placed in the custody and care of Terri's parents with the military protecting her life and not the civilian system.
 
Neither Michael Schiavo nor the civilian courts can interfere.
 
The Governor is acting under the Florida Militia Law of 1822 and the National Militia Law of 1792.
 
Terri, under the military code, is forever safe in her parents' care as a member of the Florida National Guard.
 
With enough lawyers and pressure, the Governor would act. The President or Secretary of Defense could also act, but Governor Bush is the most accessible elected leader.
